Compliance

Licensing,
plainly explained.

This is the part of the category most often glossed over in marketing material. It is also the part that decides whether your business is legal, insurable and sellable.

Four separate things

Licensing is not one item.

People tend to speak about 'the licence' as though it were a single document. In both countries it is at least four different things, held by different parties.

Layer 01

The business itself

Company registration, local business licence or registration, and any trade-specific registration the city requires. Held by your company. Rarely difficult.

Layer 02

Operating authority

Permission to provide transport to the public for hire. Held by the operator. This is the hard one, it is local, and it is where most plans stall or change shape.

Layer 03

The vehicle

Registration, and where applicable a for-hire vehicle licence, inspection certificate, age and condition compliance, and identifying markings.

Layer 04

The driver

Driving licence, background and record checks, and where applicable a for-hire driver licence or badge. Held by the individual, not by you.

Why the layers matter

The rental fleet model works precisely because it engages layers one and three but not layer two. You license the business and the vehicles; the driver holds their own approval and the platform carries the operating authority. Understanding which layers a model touches is how you judge whether it is genuinely simpler or merely marketed as simpler.

Side by side

USA and UK compared.

Positions stated in general terms. Specifics vary by state, city and council, and we verify them for your chosen location rather than relying on generalities.

 United StatesUnited Kingdom
Who licenses State, county or city. No national taxi licence exists Local council in England and Wales; separate regimes in Scotland and Northern Ireland
Operator licence Required for Model C; often not for a rental fleet Required for private hire operation, with a fit and proper assessment
Base requirement Varies; some cities require a local business address Operating base generally required within the licensing district
Vehicle licensing City-level for-hire vehicle permits where the model requires them Each PHV licensed by the council, with age and condition standards
Driver licensing Platform approval, or city for-hire driver permit Council-issued private hire driver licence
Insurance Commercial auto with correct use classification; minimums set locally Hire and reward or private hire cover through authorised brokers
Foreign owner able to hold? Business and vehicle layers, yes. Operating authority, city-dependent Operator licence, realistically no, without a UK-based fit and proper holder
Public disclosure of owner Varies by state; beneficial ownership reporting applies federally Yes, on the public register
Our role

What we do, and what we are not allowed to do.

We are a setup and operations firm. We are not lawyers, accountants, insurance brokers or a licensing authority, and we do not pretend otherwise.

We do
  • Research and verify the requirements for your specific city or council
  • Assemble applications and supporting evidence to a standard that gets read
  • Lodge applications and chase them to a decision
  • Engage and coordinate licensed professionals on your behalf
  • Maintain a compliance calendar with every renewal and filing date
  • Alert you before deadlines, and escalate when something stalls
We do not
  • Give legal, tax, immigration or regulatory advice
  • Hold a licence, permit or operating authority on your behalf
  • Represent you before a licensing authority where representation is regulated
  • Promise that any licence, permit or registration will be granted
  • Place insurance — that is done by licensed brokers
  • Arrange nominee structures designed to disguise who controls the business
If a competitor tells you otherwise

Any firm promising a guaranteed licence, a guaranteed bank account, or a structure that lets you hold a UK operator licence from overseas without a fit and proper local holder is either misunderstanding the regime or misrepresenting it. Both should worry you equally.
